Different tools for different jobs
SCORM Cloud, from Rustici (who co-authored the SCORM and cmi5 specs), is the reference engine for testing and delivering e-learning content, and as a Learning Record Store. It is excellent at exactly that. What it does not try to be is a full LMS: it is not where you manage learners, run branded enrolments, issue certificates, or sell courses.
When Hotline LMS is the better fit
If you need a complete platform where learners log in under your brand, get enrolled and tracked, earn certificates, and can be charged for courses, that is an LMS job.
